IHT Eligibility Criteria

The following are the five basic criteria for eligibility to qualify as an applicant to an IHT program. 

  1. Eligible household incomes do not exceed between 160% of the state’s median income (this varies by project). For 2026, the U.S. Department of Housing and Urban Development’s median income for Maine is $105,000.
    Note: Applicant households with income higher than the guidelines may qualify, provided they meet certain other requirements and conditions. Preference is given to first-time homebuyers.

  2. Applicants must agree to live in the house year-round.

  3. Applicants must be capable of obtaining bank financing.

  4. Applicants must have at least one adult in the household who has earnings from employment on MDI equal to or greater than 20% of the area median household income (equal to or greater than $21,000 for 2026).

  5. Review and agree in writing to abide by affordability covenants; this includes the Right of First Refusal and a resale formula. HOAP requirements include a resale formula that is based on the dollar amount that the applicant/buyer paid for the property, less any IHT assistance.

IHT applications are processed on a first-come, first-served basis. Properties and HOAP funds are available to the next in queue with a complete application.
